What an e-Factura XML file is
In Romania's national RO e-Factura system an invoice is no longer a PDF but an XML file in the European UBL 2.1 format with the national CIUS-RO rules. Since 2024, invoices between businesses established in Romania must go through this system (Emergency Ordinance 120/2021 as amended by Law 296/2023). The XML file is the original invoice; a PDF made from it is only a readable copy.
When you download an invoice from the ANAF Virtual Private Space (SPV) you get a ZIP with two files: the invoice itself (for example 4216739874.xml) and the electronic signature of the Ministry of Finance (semnatura_4216739874.xml). The tool opens the ZIP, finds the invoice and shows it. You can also open the XML file directly.
What you see
- the document type (invoice, credit note, corrected invoice, self-billed invoice), number, issue date and due date;
- supplier and customer, with tax ID, trade register number and address;
- the invoice lines with quantity, unit, unit price, VAT rate and amount;
- the VAT breakdown, total without VAT, VAT, total with VAT and amount payable;
- IBAN, payment method, notes and order or contract references.
The viewer does not verify the ANAF signature and does not validate the invoice against the CIUS-RO rules; it shows what the file contains. To print, use "Print or save as PDF" and choose "Save as PDF" in the print dialog.
Worked example
Press "Show a sample invoice": RON 5,700 plus 21% VAT (RON 1,197), RON 6,897 payable, with two lines (maintenance hours and licences), displayed just like a real invoice from the SPV. The companies in the sample are made up.
Frequently asked questions
Is my invoice sent to a server?
No. The file is read by your browser, on your computer. The page has no upload form and the invoice content is not sent anywhere.
How do I save the invoice as a PDF?
Once the invoice is on screen, press "Print or save as PDF" and pick the "Save as PDF" (or "Microsoft Print to PDF") printer. The printed page contains only the invoice.
Which files can I open?
The ZIP downloaded from the SPV or the invoice XML (Invoice or CreditNote, UBL 2.1). ANAF error messages and signature files are not invoices and are reported as such.
Can I open several invoices at once?
